About FESCO

The Faisalabad Electric Supply Company (FESCO) is an energy and power supplying company in Pakistan. The leading, state-run public utility provider distributes electricity and provides power services to over 4.96 million consumers. The company operates across eight civil districts in the Punjab province.

The Government of Pakistan (GOP) previously owned this X-WAPDA Distribution Company (DISCO). On March 21, 1998, Fesco was incorporated as a Public Limited Company, according to NEPRA.

Since then, the company has excelled in serving the power sector of Pakistan.

Fesco mainly serves to supply power in Faisalabad, the manufacturing hub and home to extensive textile industries. The city has gained its reputation and fame world-wide as the “Manchester of Pakistan.”

1. F.C Surcharge

F.C stands for Financing Cost. F.C surcharge is applied at Rs. 0.43 per kWh to all power sector consumers in Pakistan, except for the lifeline consumers.

Lifeline consumers have a single-phase electricity connection with a sanctioned load of 1 kilowatt per hour (kWh).

They are Non-Time of Use (Non-ToU) consumers who do not exceed 100 units of electricity as maximum during the last twelve months.

2. T.R Surcharge (Tariff Rationalization)

The Tariff Rationalization Surcharge addresses the positive or negative tariff gap between NEPRA and the GOP. The average T.R Surcharge is levied at a rate of Rs. 1. 02 per electric unit consumed.

It serves a twofold purpose; first, reduce the overall power subsidy on the budget, and second, keep the tariff uniform across the country through cross-subsidy.

If the tariff gap is positive, the GOP subsidizes power companies, and if negative, power distribution companies pay to GOP.

3. TV Fee

A fixed nominal fee of Rs. 35 is charged for television services on the Fesco electricity bill.

4. GST on FPA

GST on FPA means General Sales Tax on Fuel Price Adjustment. NEPRA introduced FPA to address fluctuations in fuel prices and the power generation mix in Pakistan.

Fuel Charge Adjustments (FCA) impose the actual changes in fuel costs to consumers, according to NEPRA. This makes consumers bear the impact of the current fuel prices.

Consequently, the fuel cost component of electricity may exhibit monthly variations based on the current fuel prices.

The Fesco monthly bill implements FPA particularly on rental power companies that generate energy from sources such as Crude Oil.

5. GST (General Sales Tax)

Fesco implies a standard General Sales Tax to the total bill amount.

News for FESCO Bill Defaulters!

Recently, major developments happened within the power energy sector of Pakistan. The president of Pakistan approved the Criminal Law Amendment Ordinance 2023 on December 13, this year.

Power theft is now a punishable offense, allowing for the registration of FIRs, the ordinance states. The amendment aims at curbing power theft in the energy sector in Pakistan.

Prior to this ordinance, in September 2023, Fesco also declared a robust anti-power-theft crackdown against FESCO bill defaulters and electricity thieves.

Mr. Bashir Ahmed, the Chief Executive (CO) of FESCO, strictly warned such consumers of legal prosecutions.

He emphasized the company would seek the assistance of the federal government in cancelling the CNICs and passports of such individuals as well as blacklisting them.
